Justin Bieber's back in the dating game with an on-screen hottie ... or so it seems.

The Biebs and actress Nicola Peltz -- she starred on "Bates Motel" and 'Transformers' -- arrived for a dinner date at Mastro's Steakhouse in Bev Hills Wednesday night. She looked casual in black, while Justin looked parched ... in a severe sunburn.

He's a freak for some sun.
